i'm not an expert, but as far as i know there isn't any simple way.
there are two types of accounts, admin and others.
but restrictions for others accounts (without full rights) can't be created so detailed as you would like.
one way would be to reinstal programs and choose option instal only for selected user, but not all programs offer that opiton between instalation.

better if you wait for some other opinions.

There are allways two sides of same coin!

i don't know about xp , but in vista go on security tab, of your program properties
,then click on that user name ...
after that click on open , and in "deny" column , check read and write check box, then user is not enable to access.also u can test before trust on just these two option.
don't limit system or other thing ... also it's not important that allow checked, cuz deny priority it more than allow.

the security tab works the same in windows vista and XP its the exact same thing. but in xp you need to go to view ( i think i know its one of the top 5 thing on the bar when you hit alt )
then select folder options >
second tab >
close to the bottom of the scroll window you will see a box labeled simple security view or something like that unclick it >
click apply >
close all windows >
now you can go to the folders of the programs or what not you dont want said person to have access to then
right click on the folder / file >
click properties >
click the security tab >
go to advance >
in the permissions tab click edit ( not sure if its there for XP users in not then its just add ) >
type in the users name or click advance then find all and select the users name from the list >
add the denied permissions as you wish the click apply and and ok to all 4 or 5 windows open.

< suggestions > if you are blocking a program then before you apply thing make sure you are blocking all files and folders **** and make sure you are denying read and wright execute and change permissions .

if you need help or suggestions feel free to PM me
