Just curious, are you a staff member of DB? I ask because it seems like this and the last comment were trying to ask and/or tell something totally different then it sound. If you are a regular member like us then you questions has already been answered byt the following posts.

additional to what sasuke and Piney said, more specific groups such as Rumbel and Flomp, among others will do the subbing.
Also think about it this way, go take a look at Tite interview about how he didn't know how big of a fan base exits for Bleach in the US, similarly other conventions in diffirent nations can be held where Khishimoto is invited, and I can at least bet that upon actually seeing their Naruto fans outside of Japan, Kishi will hire translators and subbing groups himself to milk the nations...kinda like what he is already doing XD
I don't have anything against DB, but if they need to make some funny comments to cut the tension, or even post serious comments about their work being posed without permissions....SO BE IT...I am pretty sure that out of the millions of fans/members they have, banning 1000 doesn't mean anything, because the rest will just suck up to them because they are too lazy to find any other subbing groups. Its always good to expand your dictionary, so I suggest Japanese for Dummies XD
