[User Input] Dragon Ball problems

lately the episode's been having some disturbance. the video pauses every 2 or 3 seconds. the sound is continuous though, but the picture really bothers me. Im using VLC media player. Is there a problem with my computer or has anyone experience this before?

Kindly, provide your computer specs. It's probably your PC that cannot handle it. ._. However, I cannot be sure until I know the specs or it could also be VLC Player...
