I think what he means by that is that Haruhi is not really that well thought of anime. Mind-boggling means complicated, or some sort of twist that causes surprise or shock, whatever. Haruhi was definitely not this....at all.
Great anime, but doesn't go under the definition of mind-boggling.
I can recommend watching Legend of the Galactic Heroes. Now that is a mind-boggling anime...
