If you think about it... Minato was the best shinobi/ninja in all of the Ninja world. He created jutsu so easily and could create hundreds in mere seconds theoritically.. though it did take him some time to execute the final product.

firstly I dont think you should quadruple post o.o

secondly I dont believe he was THE BEST, very very strong no doubt but not the best.. Hashirama had several bijuu under his command and I doubt the 4th could compete against them.
