more specifically, it depends on the user's chakra...Kakashi's chakra is nothing compared to Naruto's combo of his personal n Nine-tails chakra...but from that, u can deduce this. Less chakra people can use Chidori successfully while more chakra people can use Rasengan. So in conclusion, more the chakra, tougher ur opponent (same reitsu concept), tougher opponent make tougher powers, so Rasengan is more powerful than Chidori...

I really don't think that is the case since naruto already stated he would brake sasuke's arms and legs if he had too and if he was holding back he wouldn't have fainted after the shock he was way beyond his limit at that point

FAIL! You just negated your own comment. Naruto ALWAYS gives it 100%. That's why he is so stubborn. He gave it all in the fight at the valley of end. He even said himself "even if I have to break both your arms and legs I won't let Orochimaru take you".

when they fought on top of the hospital kakashi told jiriaya that naruto could have killed sasuke with the rasengan.

i also think that they equalized each other ,but the scratch is a way to make us know that in the end sasuke acknowledged naruto's power somehow,cause before the fight sasuke said that naruto won't be able to place a scratch on his forehead protector ,so as CC said it is symbolic

During the battle Naruto could've killed Sasuke at many points but Naruto didnt want to kill him or severly injure Sasuke even though Naruto said he would break every bone in Sasuke's body but Naruto isnt cold hearted and he said Sasuke was like a brother for him, at the last shot Naruto powered down the Rasengan so to not kill Sasuke, so he only scratched his Haite to show that he could of killed Sasuke and to show that he could scratch his forhead (on hospital roof Sasuke says that he Naruto could not scratch his forhead)
