I've never heard of anyone called Mandara. But I know someone called Madara, and everything you need to know about him is in the manga, so read it or wait a year when it gets serialized in the anime. If you wanted to ask manga related questions, you should have made this in the manga section.
I'm not going to answer as some people that dont read the manga may click on this thread.
Also, if you want to know about him, a little Googling wouldn't hurt.
