thats kind of a pointless question. Chaos would happen in the sense that everyone would just drop dead. Might be better off for the world in that sense, so the world can repair the damage we as society has done. I can't see there being any survivors if everyone had a death note.

True everyone can have a deathnote, but only 6 can be active at a time. So only 6 people can kill.

How is having a Death Note any different from owning a gun or a bomb? ANyone can take a life if they wanted to right now, so even if EVERYONE had a Death Note, it wouldn't be much different then it is right now. The Death Note was dangerous because it was rare.
