you got that right,they got enough to exile urahara without the false accusation ,he is still at fault for the hollowfication thing,plus he himself may already became a vizard ,so he might not be a pure shinigami and that is definitely not allowed in SS ,for SS view is keep themselves as pure as possible as proved by the vizards incident ,btw there was no mention of appointing new central 46 in the manga so it fine to assume they didn't replace them yet
