Urahara Kisuke back in Soul Society?

First off, the hierarchy of SS needs to be re-established. If they appoint a new Central 46 (maybe the did already... I haven't kept up with the manga regularly), then it would be their decision whether or not Kisuke is allowed back in the long run, not Yamamoto's. Also, there is still the question of the Hougyoku. The bottom line is Kisuke was experimenting with Hollowfication. Even though he was falsely accused in the incident that got him kicked out, eventually it'll probably come to light that he created the Hougyoku and conducted his own experiments, which should have implications as to whether or not he would be allowed back in SS. My guess is once everything is revealed, there would be enough going against Kisuke to keep him out.

you got that right,they got enough to exile urahara without the false accusation ,he is still at fault for the hollowfication thing,plus he himself may already became a vizard ,so he might not be a pure shinigami and that is definitely not allowed in SS ,for SS view is keep themselves as pure as possible as proved by the vizards incident ,btw there was no mention of appointing new central 46 in the manga so it fine to assume they didn't replace them yet

kisuke is still probably normal shinigami, because he got scared of his own creation and tryed to destroy it. (kisuke is realy smart soo if isn't necesary he won't step over line)
second thing kisuke tryed to strenghted souls and one way was hollowfication.

kisuke once said that he like this situation better, since he has freedom in what he research and there are no limits or rules.

yoruichi will probably took another divizion, since she is better at dealing with people than soifong. and she will probably get back her place as head of family.
so special cops will have two commandors (soifong as 2 divizion capitan and yoruichi as head of family, but yoruichi will probably left cops to soifong, since she was her ex-vice capitan and have deap trust toward her)
