Well, just like Zangetsu mentioned, most likely its a double edged sword. Though I cant see my way through a theory atm, if someone did bring one up a nice theory... I would do research on it.

The best way I can explain this is by comparing Shinigami to Samurai's. Samurai's have a code of ethical honor that they abide by called Bushido. The rules of Bushido are very clear, and can be wrapped in a nutshell of "Be an honorable warrior". There were many techniques that were proven to be extremely effective in combat, however, some are dishonorable techniques. For example; a ninja is not restricted to the rules of Bushido. Attacking an unarmed, injured, or sleeping man is considered fair game to a Ninja, however a Samurai would never attack an unarmed man, or even someone they know is far weaker than themselves. It's far more effective to win a battle by attacking an unarmed man when you have a sword, however doing so is without honor, and if you were a Samurai, you will have broken the laws of Bushido, and be considered a dishonorable warrior.
So, perhaps there is some code of conduct in place in Soul Society that forbids Shinigami to use certain techniques, even though they're highly effective. Using Danku might save your ass, but there are other techniques to blocking an attack available, but they may not be as effective. Byakuya knew it was kind of cheap to use such a technique, but his opponent was playing extremely dirty, which warranted Byakuya to use it. Since he was in Hueco Mundo and not Soul Society, he was able to use Danku. Had he been in Soul Society, he would probably have been arrested.

As Mush pointed out that there are rules in Soul Society and certain kidou cannot be used. I believe that certain kidou are relatively useful and can be used for evil purposes. In order not to have members learning them; I think the Soul Society forbids teaching or practicing them.
For example:
Jikan Teishi could be used to take a part of soul society lets say if someone infiltrated the confidential part of the library. They could use that technique and take a chunk of the library with all the books and escape. The other possibility is that it's relatively easy in battle as well and in stealth missions as well. o.o

There's probably a chance that if an untrained person uses Jikan Teishi, they could leave parts of themselves behind from where they ported. If that's the case, they probably banned it for everyone's safety.

Good point, just look at how bad Renji was with Kidou back in the day. The last thing Soul Society wants is guys like Renji practicing teleporting places. That could get ugly real fast. That's something only a master should toy with, and even then, how would one become a master of it if it is forbidden in the first place? O_o;;;

I'm sure there's an extensive list of things that are banned in Soul Society, but your guess is as good as mine.

ur ass gets chopped off if u shit in public...
and yea..well..a master knows it all..so all there is left are the forbidden techniques that u have to master yourself..and thats a challenge..one could find that appealing...or that the benefit might outweigh the sacrifice in the right circumstance
