That goes back to a question I've had about HM and the Espada for ages: was there ANY organization of the Espada before Aizen? Aaroniero is the only one left of the original: was that Aizen's original, or did Aizen just come and assume power of a group that was already established?
Regardless, I think that is the best option for Nel. I believe that, for the most part, Hueco Mundo is in disarray outside of Las Noches. It was that general disarray (hahahaha if you watch South Park) that allowed Aizen to effortlessly assume power. Nel is smart and probably realizes that. She should know that if there is an established order of united hollows, something like this won't happen.
However, what makes it improbable is the fact that Nel seems to be the most good-natured of hollows. I don't know if Hueco Mundo could ever acknowledge her as any figurative leader. Aizen is fearless and ruthless, and basically awed all of the hollows who chose to follow him. I don't know if Nel is capable of all that, but I'd like to see it.
