When Rukia explains how he gave she and Abarai those scarves, she quotes Byukaka as saying "Sending you off like this is something I was only ordered to do and nothing more." *Chapter 247* Abarai also notes that Urahara was the one who opened the gate for them. Now...if what Rukia says is true...somebody in Soul Society ordered them to go, and that somebody is working with Urahara. Who would do that and why would they? Maybe Yourichi? But would Byukaka really follow an order from someone like her...?

She calls him little Byakuya because he was little the last time she saw him. And she will forever look at him like the little boy she knew. Don't forget that she was/is also nobility.

I think what he meant is that Byakuya got the order from Yoruichi, and accepted the orders despite her not being a superior officer.

If you watched the end of the fight with Ichigo, Byakuya said he made 2 promises he shoudn't have. One was to never break the rules, and I forget the other (something with his wife and taking care of rukia). So maybe after that he decided that he'd do what he felt was right. I dunno.
