Re; Arrancar codenamed KG1, consolidated report, surveillance update
Latest surveillance - 3 days prior, KG1 was "spotted" near 1 human surveillance target. As per standing orders, presence was communicated and confirmed with HQ. he rapidly disappeared before pursuit.
Subject ability evaluation
Subject was first reported during a routine patrol of -- city, during -- year. he was reported to be an odd hollow who had stealth type "chameleon" powers. after prolonged pursuit, he escaped. part of his mask was noted to be missing, but due to poor visualisation, could not be confirmed.
subsequent reports confirm his arrancar status. remains of his mask appear to be close to, around, or at his eyes (depending on report).
capabilities are rated as follows -
spiritual power level - extremely low
stealth - very high to extremely high
movement - medium low to medium
combat - never evaluated. Subject has always chosen stealth and evasion over combat
detection - varies, but average is "very high"
primary ability appears to be stealth related, "chameleon" like blending in with surroundings. it requires close concentration to notice his cloaked form, which blends in very well with all surroundings.
this is not useful against Shinigami who are trained in reiatsu detection and tracking, on top of the natural sensing ability of spiritual beings.
controversy surrounds his low reiatsu (spiritual pressure) output. subject has very low reiatsu, at times virtually indetectable. given his arrancar status, this is
highly unusual. one would expect easy detection of arrancar level reiatsu. either he is a very low level arrancar, or he is suppressing it beyond detection. there is no consensus, but most agree that the latter is more likely.
in the wake of Aizen's betrayal, surveillance of certain key human targets have become necessary.
Technological bureau has assisted us with enhanced sensory devices originally designed for surveillance purposes, in order to better detect this elusive arrancar. yet he continues to evade Shinigami consistently. of note, during the dragnet for renegade Shinigami turned Vaizard "--" in city area --, he was detected but evaded pursuit just as quickly as he was found. he was not found again in subsequent searches over the same area.
Subject movements
Sporadic appearances across all continents have been observed, but mostly centre around -- and -- areas. Subject was not noted to consume souls. There appears to be no particular purpose to his movements, however, given his high stealth capability, undetected appearances may signify part of a grander scheme. Subject has not been noticed to appear in Soul Society.
lately, subject has been appearing close to human surveillance targets -- to --. human artifacts of note have also been "visited".
In view of his high detection capability, Subject has been postulated to evade detection, thus artifically skewing any data that we might have. He has been known to continue his movements despite being alerted to our presence, most notably during the Vaizard dragnet mentioned above.
Subject affiliation
Subject does not appear to work for Aizen. insufficient data to confirm this. he has not attacked any human surveillance / protection targets to date. Possible link to Vaizards (see below)
Conclusion - Threat level
Threat level is uncertain but currently is pegged at "High".
A key concern is the overwhelming number of unknowns.
Firstly his stealth/evasion capability is extremely high, and his wide areas of appearance suggest he could be acting as reconnaissance for Aizen
, or worse, other hostile parties such as the Vaizard
. His appearance during the search for newly turned Vaizard "--" also suggests a link with the Army of Masks, however, other appearances of the Vaizard have not been linked with him.
Secondly is his Arrancar status. his spiritual power level is possibly much greater than we are sensing. His combat abilities have never been evaluated, but also possibly high, due to his Arrancar status.
Lastly are his recent appearances close to human surveillance/protection targets. These could be advance preparation for an attack. Given the arrancar's usage of Garganta, it is worrying that he could attempt to come into Soul Society itself, although we have planted sensory devices for this eventuality.
Upon finding Subject, all Shinigami are to report his presence immediately to HQ. he is NOT to be pursued independently.
