Samaheda is not a collector of chakra but an absorber. And it can only absorb chakra if Kisame allows it, using his own. Together with the absorbed chakra and Kisame's own, he will be able to release some chakra energy bursts (just my thought, no proof of that yet).
In this chapter, Samaheda somehwat awakened, meaning Kisame poured his own chakra in it. Samaheda will never explode or turn itself on Kisame. Suigetsu said that Samaheda will be his if he kills Kisame. So the only way Samaheda will be on its own is when Kisame dies.

Actually, Sasuke did fight Deidara and won. I would consider him the weakest of the Akatsuki because of the limitations of his powers.
