This one does not come pre-installed but you have to install it yourself. So if you have installed it, you would know. If you are able to play some other files in .mkv then its not the problem with the program installation. If the Mkv file was not supported, it would not show the video itself. Just check the program files from your system file to see whether you have any codec pack downloaded.
For activating subtitles in WMP- Play-> Caption/subtitles--> English (or whatever)
