First off, the hierarchy of SS needs to be re-established. If they appoint a new Central 46 (maybe the did already... I haven't kept up with the manga regularly), then it would be their decision whether or not Kisuke is allowed back in the long run, not Yamamoto's. Also, there is still the question of the Hougyoku. The bottom line is Kisuke was experimenting with Hollowfication. Even though he was falsely accused in the incident that got him kicked out, eventually it'll probably come to light that he created the Hougyoku and conducted his own experiments, which should have implications as to whether or not he would be allowed back in SS. My guess is once everything is revealed, there would be enough going against Kisuke to keep him out.
