it depends on how you define a captain, because given that he has a very badass Bankai which focuses on brute strength, he is a squad 11 member, and none in that division care about kidou's. I think he is as strong as if not stronger then Toshiro Hitsugaya, but both have yet to show that they have stepped up their game, in the sense I think both are not at my definition of captain level.
