No they cannot. They do not have bodies such as Humans and are created out of materials molded together in a shape like Human. That's why Homunculus alchemy is forbidden as it makes it seem similar to as God. o.O If they were able to then I don't think the Father would require the Philosopher's Stone as it could regenerate from the babies. o.o" That's why I think he is making more Philosopher's Stone to power up the Homunculus army that was built by him.
