Maybe he wasn't actually "exhiled". Maybe it is something like the witness protection program, where Urahara is said to have been exiled, but really was moved to the real world for some specific reason. Doesn't anyone else think it's a strange coincidence that the Urahara shop is in the SAME town as both the Quincy and Kurosaki families? He might be there for a reason which was specified by Soul Society. I have a really difficult time believing that his "exile" was just because of a gigai.
PLUS, we all know how much Soul Society loves lying about or otherwise hiding things they do...bounto included. Let's not forget that they tried to annihilate the Quincy. People always forget that Soul Society started a mass genocide. There are probably a multitude of things that have happened which Soul Society is never supposed to mention, and I think the true nature of Urahara is one of those things...possibly for his own protection.
